Job Description

Project/ Assignment Title: Research Ethics Consultancy

Reports to: Director, Ethics and Business Conduct

Grade (if applicable): System Organization Grade 5; UNP4

Full Time Equivalent (FTE): 6 Months (with a possibility of extension)

Location: Flexible Time zone +/- 3 hours Central European Time

Duration: Start Date: 01 February 2023-End Date: 31 July 2023



Objective:

Ethics and business conduct plays an integral role in achieving CGIAR’s mission by supporting the adherence to CGIAR core ethical values, ethics frameworks and entity codes of conduct and ethics.

The Research Ethics Consultant will be the focal point and a thought leader for research and scientific ethics in the CGIAR, driving the implementation of CGIAR’s Research Ethics Code and oversees ongoing development and implementation of policies, guidelines and training as they relate to scientific research ethics, research governance and regulatory compliance, which includes conflicts of interest, partnerships with private and public organizations, substantive issues of research (including crop research), animal research, human subjects, and biotechnology, Data and Intellectual Property Management Issues.


Responsibilities:

PURPOSE

Conceptual: Describe the role in developing corporate programs and provides leadership and direction aligned with the organizational mission

Applied: Describe the specific focus of the development of organizational structures, teams, and corporate standards

  • Advance an ethical organizational culture by enhancing CGIAR compliance with ethical scientific and research standards and policies, developing scientific ethics points-of-contact across CGIAR, and implementing training programs and communication strategies to better align CGIAR scientific methodologies with its Core Ethical Values.
  • Direct the implementation of CGIAR’s Research Ethics Code and oversee the development and execution of an integrated (or integrated set of) CGIAR Institutional Review Board(s) (IRBs), which applies ethical reviews of proposed programs and projects.

ENGAGEMENT

  • Collaborate with stakeholders across the CGIAR to lead the development of CGIAR scientific and research ethics public policy positions, including working closely with Global Engagement and Innovation colleagues on partnership ethics relevant to research and innovation.
  • Partner with international organizations, universities, government agencies, and partners to deliberate and champion scientific and research ethics in relation to food, land, and water systems.
  • Maintain knowledge of applicable national research and scientific ethical codes/guidelines/rules in countries where CGIAR operates, as well as applicable international standards and guidelines, providing up-to-date information to CGIAR entities and staff so that CGIAR research methods are compliant in all jurisdictions where research is being performed.

DELIVERY


  • Assist, on a need-basis, the Ethics and Business Conduct with any research and ethics related request for confidential advice and guidance from CGIAR staff and/or partners.
  • Input, oversee and manage the content of the Ethics and Business Conduct’s intranet Portal dedicated to CGIAR IRB/IREC members (IRB/IREC members will be using a SharePoint TeamSite to access ethics and research resources, exchange amongst them).

-In close coordination with the investigations function of Ethics and Business Conduct, conduct and/or oversee independent reviews or investigations involving allegations of misconduct related to scientific and research ethics, engaging experts as appropriate.

-Develop relevant portions of the annual/multi-year ethics budget and work plan as they relate to scientific and research ethics, according to CGIAR's planning and budget guidelines.

-Establish ethical standards that ensure CGIAR research for development portfolios uphold organizational reputation, turning ethical concepts/approaches into learnings and guidance through creation of metrics and standards that enable consistent ethical scientific research.

Requirements

Education

Essential:

  • Advanced university degree, PhD preferred.

Qualification Skills amp; Experience

Essential:

  • Science/research ethics background and substantive knowledge of animal welfare, human subjects, bioethics, and research ethics.
  • Progressive professional experience in comparable environments.
  • Ability to effectively communicate with diverse internal and external stakeholders with discretion and good judgement.
  • Excellent interpersonal and relationship-building skil
